Prior to commencing his most recent post, Mr. Turcotte was president and CEO of the Ottawa Carleton Research Institute (OCRI), a consortium of post secondary academic institutions, government and industry. OCRI was established to enhance research and development activity between the participating organizations, contributing to the growth of a world-class technology infrastructure in Ottawa-Carleton, with particular emphasis on information and communications technologies, microelectronics and bioscience. Before joining OCRI, Mr. Turcotte was the chairman of a number of Algonquin College academic departments including Electronics, Computing Science, Computer Engineering and Physics (1974-1984). He was Manager of Data Communications at Computing Devices of Nepean, Ontario. He also served as an engineering officer in the Royal Canadian Navy, after graduating from the Royal Military College in electronic engineering. Mr. Turcotte possesses a Bachelor of Electrical Engineering from McGill University. Mr. Turcotte was the first permanent President of OCRI, and is a current Director of OCRI and the National Capital Institute of Telecommunications. He is founding Director of the Ottawa Community Network, former Chairman of the Optical Processing and Computing Consortium of Canada (OPCOM) and also OCRInet. He also served on the Boards of the Canadian Advanced Technology Association (CATA) and the Telecommunications Research Institute of Ontario (TRIO). He served as a member on the Premier's Council, Province of Ontario. Mr.Turcotte was on the executive committee of the Information Highway Advisory Council (IHAC) where he served as the Chair of IHAC's research and development, applications and market development working group.
